Session has started, there are over 40 new legislators this session so things might just get a little interesting, on the trucking front I thought I would give you a quick update:
CDL Renewal:
This last year when I went to renew my CDL I discovered anyone can renew online except for CDL holders, so I asked ITD why, because State Law forbids it. So now we have RS29919C1 that would change the current state code and allow CDL holders to renew online instead of in person. This bill also fits into the Governors Red Tape Reduction Act and would reduce traffic at the local DMV offices.
Temporary Registration Permit:
RS29909C1 would eliminate the requirement for commercial vehicle drivers to display printed copy of registration on windshield.
CDL and Human Trafficking:
RS29908C1 would add human trafficking to the list of reasons that would get your CDL disqualified.
ITA Bill (EV Truck TAX):
It is drafted, no assigned # yet, A truck is a truck no matter what propels it down the road, In Idaho we have diesel tax, LNG tax, and even Hydrogen tax rates but EV trucks have been getting a free pass. The ITA is opposed to VMT,s and we want this to be simple so the EV truck tax would work like this, there is a formula that takes Kilowatt HRs and diesel fuel per gallon and converts it to a tax that’s equal to the current diesel tax. So the power the truck consumes to charge, a Kilowatt tax would be imposed on each Kilowatt HR purchased. The ITA has been rounding up support from other groups and there is allot of interest to see this thru because it is an equity issue for the trucking community, all users of the infrastructure should pay equally. Not to mention some cities have or our thinking of mandating EV trucks in certain applications in their jurisdictions and these mandates put the burden of fossil fuel users to pick up the tab currently.
