2023 Session Review
With the session officially over with as of Thursday, April 6, 2023, here is an update.
SB1067 Insurance
This is the bill that would have raised premiums. The ITA put out an alert for members to contact legislators on this to vote no. I want to thank all of the members that contacted their legislators. It was scheduled for a hearing when the alert went out, and it breaks my heart, but it never received a hearing after people like you voiced your opinion. The latest is that it will be reviewed this summer and they will try to see what kind of increases it would cause if passed by taking away our rights to buy additional coverages.
HB24
Workforce Bill at the request of the Governor’s office: ITA testified for this, HB24 barely passed the House and Senate; It creates more opportunities for grants for CDL training, and other trades, last year alone CDL training was the number one requested with applications thru the state.
EV Truck Bill:
This was an ITA bill for electric trucks to pay a tax just like on diesel fuel, right now they run free, no fuel tax. So the ITA proposed a btu formula that would be equal to a gallon of diesel burned and that rate would be imposed for each KW of electricity purchased while charging the trucks battery.
EV trucks are a little more efficient per mile than diesel. All fuels for tax reasons in Idaho use the BTU formula but unfortunately a state agency did not like that and wanted to make up for the efficiency, and levy a MPG tax on EV trucks. So we were asked to pull the bill by an elected official and we did. ITA will keep you in the loop on this issue because as of right now, diesel is paying fuel tax and EV is not and it needs to be equitable.
